 clokspl is required to run *ANY* Age of Empires/Age of Kings/Microsoft Games stuff that comes on a CD.

What it does is reads some uncopyable parts of the game CD which enables the game to be run.


So if you see this, it's Microsoft's way of saying "We can't trust you as far as we can throw you" and preventing pirated copies of the game.
